Post Entitlement Permits - Assembly Bill (AB) 2234
In accordance with Assembly Bill (AB) 2234, the following information is provided to ensure transparency in the post-entitlement processing of residential development projects.Application & Submittal Requirements
Step 1 – Preliminary Planning ReviewContact the Planning Division to confirm that your proposed project meets preliminary planning requirements. A predevelopment meeting may be scheduled, if necessary, to ensure full transparency regarding applicable City requirements.
Step 2 – Fee Estimate Request
Submit a Fee Estimate request to obtain an estimated breakdown of building permit fees. Not required, but recommended.
Step 3 – Prepare a Complete Project Package
Working with design professionals, prepare a complete project submittal using the resources below:
Submit your complete project package and pay the required plan review deposit. City staff will screen the submittal for completeness and calculate the final plan check fee. The plan review process will begin once the fee is paid.

The sample permits below are provided for reference and represent previously approved projects.Upon request, example documents may be made available for in-person review at the City of Turlock Building Division. Please contact our office at 209-668-5560 to schedule an appointment and reference the applicable Building Permit (BP) number for the documents you wish to review.
In accordance with California Health & Safety Code Section 19851, plans prepared by a licensed design professional may only be reproduced after completion of a notification and affidavit process, which may take up to 30 days. Certain design documents, including architectural plans and structural calculations, cannot be posted online due to copyright restrictions.
