Water Quality Control Division Manager


Under general direction, plans, organizes, coordinates, and directs the Cityís wastewater facility and related facilities; operates wastewater facility in compliance with Federal and State requirements; administers budget for assigned operations activities; and performs other job related work as required.

This position is designated as un-represented for Labor Relations purposes and is considered exempt under the Fair Labor Standards Act (FLSA).


General direction is provided by the Municipal Services Director. The job incumbent is expected to work with minimal direct supervision, exercising independent judgment and initiative in a number of complex responsible and sensitive areas. The Water Quality Control Division Manager supervises skilled crafts and craft staff directly or through subordinate supervisory staff.


This is a mid-management classification responsible for the discrete sub-departmental organizational component(s) and programs/functions involving the management and coordination of the Cityís wastewater treatment facility operations. In addition the job incumbent has direct responsibilities for overseeing and directing the work of subordinate staff. This position differs from other positions involved in wastewater facility operations in the broader responsibility for developing and implementing programs, systems and procedures. Duties and responsibilities are performed in accordance with law, ordinance, and City policy.


Duties may include, but are not limited to:

  • Plans, develops, and implements or directs the implementation of goals, objectives, policies and priorities relating to operation, and improvement of the wastewater treatment facility and related facilities.
  • Supervises and participates in the development and administration of the wastewater treatment maintenance and operations unit budgets; directs and forecasts additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements mid-year adjustments.
  • Develops and administers operating and reporting procedures including training schedules.
  • Ensures City compliance with Federal, State and local laws and codes relating to safety standards, personnel programs, regulatory requirements and construction codes.
  • Oversees the biochemical testing laboratory and takes appropriate corrective action to make operational changes to ensure compliance with water control requirements.
  • Oversees and assists in the billing of industrial accounts based on laboratory reports.
  • Oversees industrial waste pretreatment program in compliance with Federal, State and local requirements.
  • Monitors bio-solids beneficial reuse program in accordance with Federal, State and local requirements.
  • Ensures close coordination with other City departments and affected outside groups.
  • Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in budget forecasts; administers the approved budget.
  • Prepares highly complex and technical reports; documents policies and procedures; performs research
  • Participates in recruitment and selection activities; makes recommendations for appointment of new staff; assists with staff orientation and training.
  • Supervises staff including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient, professional operations.
  • Meets and confers with other public agencies, contract providers and City management personnel to resolve problems.
  • Makes presentations before various groups, including City Council, Commissions, and professional and public meetings, as needed.
  • Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed.

  • Provides a wide range of technical information regarding unit activities, operations, policies and procedures to representatives of other agencies.
  • Reviews, prepares and presents reports; inspects and evaluates unit and contract operations; performs long range planning studies; reviews and makes recommendations on construction plans and specifications.
  • Selects trains, and evaluates personnel; establishes and monitors employee performance objectives; prepares and present employee performance reviews; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination actions.
  • Maintains a variety of technical project files and records. Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions.
  • Attends assigned meetings and training; interacts with outside agencies and commissions; provides leadership for teams, or committees, as needed.
  • Assures staff works in a safe manner; follows safety requirements; monitors and assures compliance with regulations and other legal requirements.

  • Supervises and maintains a variety of employee training and work safety activities.
  • Perform related duties as assigned.


Knowledge of:

  • Principles and practices of wastewater treatment facility construction, maintenance and operation.
  • Methods, materials, techniques, tools, and equipment employed in wastewater treatment facility construction, maintenance, and operations programs.
  • Principles, objectives and tests used in a laboratory including methods of bacteriological and chemical sewage analysis.
  • Budgeting procedures and techniques.
  • Operating principles of valves, pumps, and motors.
  • Principles and practices of supervision, staff selection, training and personnel management.
  • Safe work practices and related regulations.
  • Principles of public speaking, conflict resolution and excellent customer service.
  • Occupational hazards and standard safety precautions necessary to maintain safe work practices and environment.
  • Federal, State and local regulations and codes relating to wastewater treatment facility construction, maintenance and operation.
  • Principles and techniques of budget development and administration.
  • Principles and practices of organization and personnel management.

Ability to:

  • Lead, manage, evaluate and train personnel effectively and maintain discipline.
  • Organize, implement and supervise departmental goals and City objectives.
  • Plan, organize, direct and supervise the work of wastewater treatment facility maintenance and operations staff.
  • Prepare, forecast and administer a budget.

  • Organize, direct, and coordinate the activities of a large division in a manner conducive to full performance and high morale.
  • Delegate authority and responsibility and schedule and program work for diverse public works maintenance activities..
  • Coordinate the work of contract staff and maintenance and operations staff, other department staff and agencies concerning major construction projects and capitol improvements programs.
  • Establish and maintain cooperative working relationships with elective officials, administration, other employees, and the general public.
  • Perform job cost analysis and estimates.
  • Communicate clearly and concisely orally, electronically, and in writing.
  • Prepare clear and concise reports; develop policy and procedure recommendations.
  • Read and comprehend complex laws and regulations and initiate policies and procedures for their implementation.
  • Make presentations before groups and represent the City in public forums.
  • Use computer and needed programs effectively.
  • Organize, analyze, manage and implement a variety of programs.
  • Perform related duties as assigned.


Any combination of experience and education that would be likely to provide the required knowledge and abilities is qualifying.


Equivalent to a Bachelorís degree from an accredited college or university with major coursework in biology, chemistry, public administration or a closely related field.


Six years of increasingly responsible experience in the operation and maintenance of a wastewater treatment facility, including two years of supervisory responsibilities at a wastewater treatment facility.



Possession of an Associate Degree from an accredited college or university with major coursework in biology, chemistry, public administration or a closely related field.


Eight years of increasing responsible experience in the operation and maintenance of a wastewater treatment facility, including three years of supervisory responsibilities at a wastewater treatment facility.


Possession of a valid Grade 5 Wastewater Treatment Operatorís certificate as issued through procedures established by the California State Water Resources Control Board.

Possession of a valid California Driverís License in the category necessary to perform essential duties of the position may be required at the time of appointment. Maintenance of a valid California Driverís license and proof of automobile liability insurance thereafter is a condition of continued employment.


Maintain the following physical abilities: See well enough to drive a vehicle and have the ability to differentiate colors; hear bilaterally and speak well enough to converse on the telephone and in person; communicate clearly without amplification; bodily mobility to move from one area to another; climb stairs with handrails; use of hands and fingers to write; operate a computer keyboard and handle plans and documents; ability to work night meetings.
