Staff Services Analyst
DEFINITION
Under general supervision, provides a wide range of professional administrative support to an assigned department; provides training, presentations, report writing, technical support, record keeping, and research on a variety of subjects; conducts special studies, prepares procedure manuals, assists in computer related training and troubleshooting.
This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.
DISTINGUISHING CHARACTERISTICS
The Staff Services Analyst is distinguished from the Staff Services Technician in that the former performs advanced journey level work assignments. The Staff Service Analyst is responsible for the administration of specialized programs and projects in support of divisional responsibilities. Work is performed with a greater degree of independence than the Staff Services Technician.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by higher level supervisory personnel.
ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE
FOLLOWING:
- Develop, implement, and coordinate departmental projects and program activities related to procedures, reporting requirements, contract and records maintenance and other departmental services.
- Develop and maintain programs and special projects of assigned program area.
- Implement programs and processes to comply with administrative and legislative directives and regulations.
- Provide technical support and training in assigned program area.
- Provide courteous and expeditious customer service; engage in public relations through various media.
- Participate in a variety of special studies; collect and analyze data; develop recommendations; prepare and present reports.
- Prepare, monitor, and analyze financial information in assigned program area, including payroll, revenue, accounts payable, accounts receivable and other financial information.
- Process financial transactions, including invoices and purchase orders.
- Attend and represent the City and Department at various meetings.
- Prepare forms and other administrative procedures and operations.
- Prepare procedure manuals.
- Perform related duties as assigned.
QUALIFICATIONS:
Knowledge of:
- Principles of public administration; record keeping and filing practices; and government practices and requirements.
- Advanced computer skills, including word processing and spreadsheets.
- Modern office methods, procedures, administrative practices, business correspondence, filing systems and complex record keeping methods.
- Data gathering and presentation techniques.
- City Codes, regulations, policies, and procedures relating to departmental activities.
- Customer service principles, practices, and techniques.
- Data collection and presentation techniques.
- Principals of public relations and community engagement.
- Principals of management and supervision.
Ability to:
- Build and maintain effective relationships with City staff, outside agencies, and community groups.
- Follow directions and policies with minimal supervision.
- Actively participate in planning sessions and staff meetings.
- Understand business technology and related software.
- Collect, analyze, and prepare program data; prepare logical and accurate reports with conclusions and recommendations.
- Give presentations to various public and private groups on topics related to the departmental services.
- Establish and maintain effective working relationships with those contacted in the course of work.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of professional technical and administrative experience developing and administering public or private programs, conducting special studies, and making public presentations with demonstrated proficiency in personal computers and related software.
Training:
Equivalent to a Bachelor’s degree from an accredited four-year college or university with a major in Business, Public Administration, science, or any field relating to public works activities.
Substitution: Additional progressively responsible experience performing complex duties of a technical nature may be substituted for up to one year of the required education; the incumbent must meet the educational requirement prior to the end of the probationary period.
License:
Possession of and the ability to maintain an appropriate, valid California Driver’s License as a condition of continued employment.

Maintain the following physical abilities: See well enough to read instructions; read fine print and view computer screens; hear well enough to converse on the telephone and in person; use of hands and fingers for use of computer keyboard, filing, writing and answering telephones; capable of clear speech; able to lift and carry objects weighing up to 40 pounds; climb stairs and ladders; stamina to work long hours and attend night meetings.
