HOME-ARP Notice of Funding Availability (NOFA)

The City of Turlock is administering a HOME-ARP allocation of $5,331,399 on behalf of the Turlock/Stanislaus County HOME Consortium. A Notice of Funding Availability (NOFA) has been prepared for each of two eligible project types. Qualified applicants are invited to apply for funding in the two categories described below. The deadline for submission of an application is October 14, 2026.

 Affordable rental housing development and, if applicable, nonprofit operating support and/or capacity building for nonprofit housing developers receiving a direct HOME-ARP rental housing award. For-profit or nonprofit housing developers, public agencies, or Community Housing Development Organizations (CHDOs) are eligible to apply.

 Supportive services and, if applicable, nonprofit operating support and/or capacity building for nonprofit supportive service providers receiving a direct HOME-ARP supportive services award. Eligible applicants for supportive services may include nonprofit organizations or public agencies that will administer HOME-ARP supportive services as a subrecipient, or another eligible entity approved by the City.

What is the HOME Investment Partnerships � American Rescue Plan Program (HOME-ARP)?
In 2021, Congress passed the American Rescue Plan, which appropriated $5 billion toward communities nationwide to address the ongoing impacts of the COVID-19 pandemic on vulnerable populations. This funding is administered through the HOME program and is referred to as the HOME American Rescue Plan (HOME-ARP) program.
The Turlock/Stanislaus County HOME Consortium received a HOME-ARP allocation of $5,331,399 to serve specific vulnerable populations who are experiencing homelessness, at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, or otherwise at greatest risk of housing instability.

What is the Turlock/Stanislaus County HOME Consortium?
The Consortium includes the cities of Turlock, Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, and Waterford, and all unincorporated areas of Stanislaus County. The Consortium functions as the �Participating Jurisdiction� for the purpose of Home Program implementation and the local agencies in Stanislaus County noted above have agreed to �membership� in the Consortium to pool resources and meet eligibility requirements they may not have been able to meet individually. The City of Modesto received its own HOME-ARP allocation; therefore, projects and services located in the City of Modesto are not eligible for funding through the Turlock/Stanislaus County Home Consortium allocation.

How can HOME-ARP funds be used?
The HOME American Rescue Plan (HOME ARP) Program was created under the American Rescue Plan Act of 2021 to provide housing, services and shelter to individuals experiencing homelessness as well as other vulnerable populations. Specific uses of the funding must be refined through the preparation and adoption of Allocation Plans by each participating jurisdiction.
The Turlock/Stanislaus County Home Consortium�s HOME-ARP Allocation Plan was adopted in March of 2023. The approved HOME-ARP Allocation Plan prioritizes affordable rental housing, supportive services, nonprofit operating support, and nonprofit capacity building. Based on these priorities, the Allocation Plan identifies two eligible project types for making investments with the awarded $5,331,399:
1. Development of Affordable Rental Housing ($3,531 689)
o May include nonprofit operating support � if applicable ($150,000)
o May include nonprofit capacity building � if applicable ($150,000)

2. Supportive Services ($700,000)
o May include nonprofit operating support � if applicable ($150,000)
o May include nonprofit capacity building � if applicable ($150,000)
The remaining funds, approximately $499,710, will be utilized for administration and planning.

Who are the intended beneficiaries of HOME-ARP?
HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations (QPs):
� Homeless
� At-risk of homelessness
� Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
� Veterans and families that include a veteran family member that meet one of the preceding criteria.
NOTE: At least 70% of HOME-ARP assisted units must be restricted for QPS. Up to 30% of HOME-ARP assisted units may be restricted for non-QP low-income households.

How does my agency apply for HOME-ARP funding?
The application period for the HOME-ARP program will open on June 16, 2026, and close on August 14, 2026. Interested parties should review the full Notice of Funding Availability (NOFA) for each project type, including all eligibility requirements.
Applicants must submit a complete application package using the designated Fillable Application form for each project type, together with all required supporting documentation, by the August 14, 2026 deadline. Late, incomplete, or nonresponsive applications may be rejected at the City�s discretion.
Digital and hardcopy versions of the application materials are required. Directions for submittal are included in the NOFA for each project type.
