City ManagerUnder the Council-Manager form of government the City Council appoints the City Manager to serve as chief administrative officer providing direction for all departments in accordance with the policies established by the City Council. The City Manager is committed to providing supportive leadership that creates an environment in which the community, City Council and all employees work together using their abilities to the fullest to enhance the overall quality of life in Turlock.
The City Manager appoints department heads of the City's five operating departments and is responsible for assuring that City services are performed in accordance with City Council policies and within the City's resources. The City Manager submits the annual budget to the City Council for their consideration and is responsible for its administration following approval by the City Council. The City Manager also serves as Executive Director of the Successor Agency to the Turlock Redevelopment Agency

BiographyOn May 20, 2018, the City of Turlock’s Mayor and Council voted unanimously to appoint Robert C. Lawton as the City Manager of City of Turlock, effective July 12, 2018.
As City Manager, Mr. Lawton is responsible for the day to day operation of city government for a thriving community of over 74,000 residents in the heart of the Central Valley of California. While supporting the vision of the Mayor and Council, Mr. Lawton will lead and support the City’s 333 full-time employees in their efficient and effective administration of government.
Bob Lawton has nearly 20 years of local government experience in California and other states, with 12 years as a Chief Administrative Officer, Assistant or Deputy, most recently as County Administrator of Yates County, NY.
Mr. Lawton’s experience has primarily been with complex, diverse organizations comparable to Turlock. He has also assisted rural communities, such as neighboring Calaveras County, where he served as County Administrator during the height of the Great Recession.
While Mr. Lawton was its Deputy County Administrator for Health and Social Services, Solano County was recognized in multiple years as one of America’s 100 Best Communities for Young People, and funded new health care facilities without additional general fund or bond expenditures.
As interim Assistant County Administrator in Sonoma County, Mr. Lawton supported the Board, CAO and staff in developing the County’s annual priorities and action plan, as well as a comprehensive user fee schedule.
Appointed the first County Manager under Luzerne County, Pennsylvania’s new charter government, Mr. Lawton led staff in obtaining the County’s first investment-grade bond rating in 20 years and in refinancing $140 million in long term debt to reduce debt service payments by $3 million per year.
As a local government professional, Mr. Lawton holds the Credentialed Manager designation from the International City / County Management Association. Bob also completed the University of California’s Berkeley Executive Seminar, the University of Virginia’s Senior Executive Institute and the California State Association of Counties’ Credentialed County Senior Executive program.
Mr. Lawton earned his Master of Arts in Political Science from University of Iowa and his Bachelor of Arts from the State University of New York.
