Business Incentive Program

The Turlock Partnership Incentive Program provides a one-time $3,500 grant to qualifying new small businesses that open in existing vacant buildings within Turlock city limits.
The program is designed to:
- Revitalize vacant storefronts
- Encourage new business and local entrepreneurship
- Promote job creation
- Strengthen Turlock's business community
Eligibility Requirements

To qualify, applicants must meet the following criteria:
- Occupy an existing vacant building within Turlock city limits
- Submit a business plan
- Participate in a no-cost pre-development meeting with City staff
- Agree to simple recordkeeping and quarterly follow-up for one year
- Operate as an independent small business (franchises, nonprofits, and corporate chains are not eligible)
How the Process Works
The program follows a simple, step-by-step process:- Submit Grant Program Application (must be done before any other steps)
- Provide Business Plan
- Attend Pre-Development Meeting
- Complete necessary permitting and licensing
- Open your business
- Receive grant check at a City Council meeting
