New Public Works Contractor Registration Law [Senate Bill 854]
Beginning April 1, 2015, prime contractors and subcontractors bidding on public works projects will be required to be registered with the Department of Industrial Relations (DIR). Prime contractors and subcontractors will be required to submit certified payroll records to the Labor Commissioner using DIR's new data-driven electronic Certified Payroll Record (eCPR) reporting system. (DIR expects to have Phase I of this system deployed by early May of 2015. Contractors will be able input CPR data directly onto an online form or do a mass upload using an xml schema flat file).

The work consists of roadway reconstruction, including roadway and ramp widening and new traffic signals. The work includes earthwork, retaining walls, curbs, sidewalk, storm drainage, hot mix asphalt, pavement delineation, traffic signals, and highway lighting. Advertisement of the project begins on July 25, 2018. Bids will be received at the CITY OF TURLOCK, Development Services: Engineering Division, 156 S Broadway, Suite 150, Turlock, CA 95380, on August 29, 2018 until 2:00 p.m. local time and then opened at City Council Chambers publicly and read aloud. Complete the work within 290 working days. The estimated cost of the project is $9,400,000. No pre-bid meeting is scheduled for this project.

A general work description is as follows: Roadway widening and ramp reconstruction, including grading, paving, retaining wall, signs, traffic stripes, landscape and irrigation, highway lighting and traffic signal modifications. The current construction cost estimate, not including contingencies or construction engineering, is approximately $9,300,000.

The scope of work includes services prior to, during and after Construction. A Consultant Services Agreement will be executed for these services. It is the intent of the City to hire a consultant who will provide complete construction management including resident engineering, inspection and perform materials testing for the construction of the project with minimal support from City personnel.
