The Westside Industrial Specific Plan (WISP) is a land use plan for which was adopted by the Turlock City Council in November of 2006. The WISP provides a “shovel ready” environment intended to support industrial and commercial development in Turlock.

What land is available in the WISP?

What kind of allowable uses will be permitted in the WISP area?
As the plan is intended, the majority of the uses in the WISP area will be industrial or industrial related however there is a portion of the WISP that is zoned for commercial uses as well. Specific zoning information can be accessed by using the zoning look up tool, or by contacting the Planning Division.

Is the WISP area ready for development?
A large portion of the WISP area is ready for development having already been annexed into the city. An environmental impact report (EIR) has already been completed for the WISP.
What size parcels are in the WISP?
Parcels in the master plan area range from half acre lots to almost one hundred acres in size.

Shovel Ready: Many of the sites located within the WISP are “shovel ready” for development.
Stanislaus Enterprise Zone 40: Many of the sites in the WISP area are part of Enterprise Zone 40 which provides generous tax credits, incentives and deductions.
Location: The WISP area is centrally located in the heart of the Central Valley just a short distance from a number of major metropolitan areas. The WISP area is also conveniently located adjacent to State Highway 99 and a short 15 mile drive to Interstate Highway 5.
Turlock Redevelopment Agency: Turlock’s Redevelopment Agency has provided substantial financial commitments for the expansion of water and sewer infrastructure in the WISP area.
